Commission d’accès à l’information
In keeping with the Act respecting Access to documents held by public bodies and the Protection of personal information (CQLR, c. A-2.1) (Access Act), the candidates for appointment to the Commission d’accès à l’information (Commission) are selected in accordance with the Regulation respecting the procedure for selecting persons qualified for appointment as members of the Commission d’accès à l’information (CQLR, c. A-2.1, r. 5) (Selection Procedure Regulation).
The purpose of this recruitment notice is to fill future full-time Commission positions, primarily in Montréal and Québec City.
The Office of the National Assembly invites interested persons with the required qualifications to submit their candidacy for the selection procedure established to prepare a list of persons qualified for appointment to the Commission.
RIGHTS AND POWERS: On their appointment to the Commission, members are assigned to the Commission’s oversight division or adjudication division.
Members assigned to the oversight division oversee the application of the Access Act and the Act respecting the protection of personal information in the private sector (CQLR, c. P-39.1) (Information Protection Act). They also ensure and promote access to public records and protection of personal information in the public and private sectors.
Members assigned to the adjudication division hold hearings to decide applications for review submitted under the Access Act and disagreements arising from the exercise of rights under the Information Protection Act.
Commission members must be able to perform their duties in French.
CONDITIONS OF EMPLOYMENT: Members are appointed on a motion by the Premier, by resolution of the National Assembly, for a renewable five-year term. Remuneration, benefits and conditions of employment are determined by the National Assembly. The applicable salary scale ranges from $111,315 to $144,708. Members are required to travel throughout Québec on a regular basis.
ELIGIBILITY REQUIREMENTS: Candidates must have 10 years’ relevant experience to be eligible for appointment.
SELECTION CRITERIA: The criteria the selection committee must take into account when evaluating candidates include: personal and intellectual qualities; experience and knowledge in and interest for the field of access to documents held by public bodies or the protection of personal information; judgment, listening skills, perceptiveness, level-headedness, decision-making abilities and communication skills; and perception of the duties of Commission members.
- Candidates must provide a résumé, a copy of documents showing they meet the eligibility requirements, and the information required by the Selection Procedure Regulation, and must indicate which city they prefer to work in. The Regulation and application form are available on the websites of the National Assembly (www.assnat.qc.ca) and the Commission (www.cai.gouv.qc.ca). The Commission’s website also provides information about its mandate and activities, as well as the Access Act and Information Protection Act.
- Candidates must also provide a written statement agreeing to allow their educational institutions, past and current professional orders, and employers over the last 10 years, as well as disciplinary bodies, police authorities and any other party, to be contacted for verification purposes.
