CBAL-FM Moncton and its transmitter CBAL-FM-2 Lamèque -Licence amendment and technical changes

  1. The Commission approves the application by the Canadian Broadcasting Corporation (CBC) to amend the broadcasting licence for CBAL-FM Moncton, New Brunswick, which is part of the ICI Musique Network, by changing the authorized contours of its transmitter CBAL-FM-2 Lamèque. The Commission did not receive any interventions regarding this application.

  2. The licensee proposed to relocate its existing transmitter site in Lamèque to a new site in Grande-Anse, to change the class of its transmitter from A to C, to change its frequency from 95.3 MHz (channel 237) to 88.3 MHz (channel 202), to change the polarization of the antenna from horizontal to circular (directional antenna), to increase the average effective radiated power (ERP) from 940 to 22,910 watts (maximum ERP from 5,400 to 100,000 watts) and to increase the effective height of antenna above average terrain from 56.5 to 96.6 metres.

  3. The CBC indicated that it wished to relocate its rebroadcasting transmitter to Grande-Anse to improve the quality of the signal on the Acadian Peninsula and to reduce costs associated with the existing antenna, located on a tower owned by Bell.

  4. Pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

  5. The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 26 August 2017. In order to ensure that such a requested is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
